The Housing Standards Inspector is responsible for ensuring compliance with both Housing Quality Standards (HQS) and National Standards for the Physical Inspection of Real Estate (NSPIRE).  The Housing Standards Inspector determines the suitability of housing units for Helena Housing Authority (HHA) customers. The position inspects properties for compliance with the applicable federal housing standards as well as with HHA HCV Administrative Plan, public housing ACOP, and other HHA policies, city and state building codes, and federal regulations.

The position works under the supervision of HHA’s Housing Program Manager in collaboration with the Housing Choice Voucher (HCV) program team and Public Housing team to ensure timely completion of associated HQS and NSPIRE inspections and related tasks.  The position provides customer service to residents, landlords, building owners and co-workers, and participates in developing inspection practices and protocols.

Duties Include:
• Successfully completing and maintaining certification required for conducting inspections of housing standards.
• Inspect properties for compliance with housing standards, including privately owned buildings as well as HHA properties
• Complete the process to award vouchers, calculate rents and housing assistance; coordinate with landlords, arrange inspections and monitor recipient eligibility.
• Document conditions, including deficiencies and/or substandard conditions that cause the property to be non-compliant with Housing and Urban Development (HUD) regulations.
• Performs data entry and scans inspection documents into appropriate software systems and compiles and files reports.
• Ensuring compliance and maintaining communication standards, including obtaining signatures, providing notice/mailers at the appropriate time, confirming repairs have been made, and documenting all findings and outreach in tracking system.
• Collaborates with HHA staff in order to allow them to plan, organize, conduct, manage, and schedule inspections and necessary follow-up that may be required following an inspection.
• Maintaining positive relationships with a wide variety of stakeholders, including in situations where the results of inspections will require significant financial investment from those stakeholders (landlords, property owners, etc.).

Qualifications to Join our Team:
• The person who fills this position will have a demonstrated knowledge of materials, methods, and equipment used to assess compliance of building and grounds, including construction trade knowledge related to national plumbing, building, electrical and other building codes gained through a combination of education and experience equivalent to high school graduation with vocational coursework and three (3) years of training/education or experience in building construction, maintenance, or inspections and customer service.
• Possession of or the ability to obtain a valid Montana driver’s license.
• Proficiency with computers and software necessary for inspection documentation and tracking.
• Must pass an extensive background check, including having an acceptable criminal background check and driving record.
• After hire, the candidate must complete training(s) and possess certifications required for the performance of HQS and NSPIRE Inspections

Anticipated New Hire Pay Range:
$20.80 - $26.00 per hour depending on qualifications (for highly qualified candidates), plus organizational and individual pay awards (base pay increases and bonuses).  Full-time employees receive 37 days of paid time off, health insurance, and participation in the Montana Public Employees Retirement System.
