HHA-FY21-IFB-002: Playground Resurfacing Project


The Helena Housing Authority (HHA) is requesting bids for HHA-FY21-IFB-002: Playground Resurfacing Project for the installation of new playground borders and mulch playground resurfacing at three (3) of its public housing properties owned in Helena, MT for an expected completion date of 45 days after a Notice to Proceed is issued.

All bids received by 1:30PM on April 6, 2021 will be opened and tabulated by HHA’s Contracting Officer and after this hour no bids will be accepted. Update as of 3/30/21: Please see the bottom of this webpage for instructions to remotely attend the bid opening for this project. Bid opening is open to the public and bidders are encouraged to attend. A tabulation of the bids received will be available within a reasonable time after April 6, 2021, with tentative approval by HHA’s Board of Commissioners to take place on the evening of Tuesday, April 13, 2021. Once approved, a contract and Notice to Proceed may be issued to the winning bidder as soon as Wednesday, April 14, 2021. Results will be faxed or mailed to interested parties upon written request made attention to Michael M. O’Neil, Executive Director, HHA.

A mandatory pre-bid virtual meeting is scheduled to begin at 11:00AM, Tuesday, March 23, 2021. A URL and/or conference call number will be posted on the “Procurement and Contract Opportunities” page of HHA’s website ( as soon as details are determined. Parties interested in bidding on this contract must participate in this virtual pre-bid meeting, identifying themselves at the beginning of the meeting to be added to the Mandatory Pre-Bid Site Meeting Sign-In sheet. Parties not signed-in for the pre-bid meeting will not be allowed to bid on the project.

Bids shall be submitted on the BID FORM provided within the IFB packet, signed, sealed, and addressed to Michael M. O’Neil, Executive Director, Helena Housing Authority, 812 Abbey St., Helena, MT 56901, with a clear notation on the front indicating “Bid Documents for: HHA-FY21-IFB-002: Playground Resurfacing Project”.

Questions regarding this solicitation must be submitted in writing via physical mail or email to Kory Kennaugh (CWG, PO Box 1198, Helena, MT 59624 / by 5:00PM MST March 30, 2021, so that responses/clarifications may be provided to all potential responding parties in advance of the submittal deadline on Tuesday, April 6, 2021.

The Helena Housing Authority has estimated this project to cost in excess of $25,000 and therefore requires a bid security in the amount of 10%. Successful Bidder shall furnish an approved performance and materials and labor bond, each in the amount of 100% of the contract amount.

The contractor shall comply with all fair labor practices and must meet all requirements of the most current construction wage rates determined by the U.S. Department of Labor under the Davis-Bacon and related Acts. The Wage and Hour Division of the U.S. Department of Labor determines prevailing wage rates to be paid on federally funded or assisted construction projects. The most current prevailing wage rates are included as part of this IFB.

Each bidder will be required to have a current Montana Public Contractor’s License. All subcontractors, for work over one thousand dollars ($1,000.00) must also be holders of a current Montana Public Contractor’s License in the appropriate classification.

The contractor must maintain and provide evidence of Workers Compensation coverage or State of Montana Independent Contractor’s Exemption and general liability insurance of not less than $1,000,000.00 per occurrence.

No bidder may withdraw their bid for at least sixty (60) days after April 6, 2021.

After award of a contract under this solicitation, and prior to the start of work, the successful bidder will be required to attend a pre-construction conference with representatives of the Helena Housing Authority and other interested parties. The HHA will provide the successful bidder with the date, time, and place of the conference.

The Helena Housing Authority reserves the right to accept or reject any or all bids.
