Housing Program Operations Manager

HHA is recruiting for a Housing Programs Manager committed to leading the housing team and providing compliance oversight. This team administers local and state Housing Choice Voucher (HCV) public housing; homeless, low-income housing tax credit programs; and related resident and participant services. The successful candidate will apply leadership and organizational skills to ensure policy and regulatory compliance, implement policies, conduct research, facilitate efficiencies and business process improvements, manage and support staff, and promote service excellence.

Duties Include:
• Write and maintain operational policies and procedures.
• Oversee effective program operations to preserve compliance with regulations and program administrative plans, as well as HHA goals and performance benchmarks.
• Monitor production, quality control and data integrity.
• Evaluate program eligibility determinations, program files and conduct file reviews.
• Model customer service expectations and effective resident relations through staff training delivery, service to customers, and problem resolution.
• Provide information and Executive Director supports that meet federal, state, and local government communications and reporting expectations.
• Supervise and develop a team of Public Housing Specialists, the Housing Choice Voucher Specialist, Inspection Staff, and office administrative staff.

Qualifications to Join our Team:
Education and experience equivalent to a bachelor’s degree in business or public administration, management, or a related field; plus, four years of progressively responsible experience in governmental or quasi-governmental program management, regulatory compliance, customer service, supervision, computerized systems, and research and writing.

Demonstrated Skills and Abilities in:
Communication, teamwork, self-development, efficiency, adaptability, resilience, and problem-solving.

Computer Skills:
• Microsoft Office™ suite including Word, Access, Excel, Outlook, and Power Point
• MS Windows™-based applications
• Relational databases
• Search engines (Google, Chrome, Firefox, Edge)

Anticipated New Hire Salary Range:
$66,150 - $80,325 DOE per year plus health, retirement and other benefits; and generous paid time off.

Opportunities:
HHA has established a salary range for highly experienced, high performing individuals to achieve individual and organizational performance increases and opportunities to earn up to $88,000 per year.

Benefits:
HHA offers medical, dental and vision benefits as well as participation in the Montana Public Employees Retirement System (PERS) and Deferred Compensation plans. Other benefits include tax-deferred contributions to a health savings plan, Short-Term Disability insurance, Life and Accidental Death & Dismemberment insurance with optional coverages; and a generous paid leave program including 10 holidays plus state general election days, 12 days of sick leave, and 15 days of vacation leave per year increasing with years of service up to 24 days per year.

Maintenance Technician

HHA seeks a Maintenance Technician responsible for maintaining and repairing buildings, electrical, mechanical & plumbing systems, and grounds features.

Duties Include:
• Maintenance and repair of doors, windows, gates, walls, floors, roofs, and other building features using knowledge of carpentry, cabinetry, drywall, tiling, roofing, and skill in the use of a variety of hand and power tools;
• Maintenance and repair of building utilities, appliances, and mechanical systems using knowledge of plumbing, electrical, heating/ventilation/air conditioning (HVAC), and welding; and
• Manual and semi-skilled tasks in maintaining the landscape using knowledge of lawns, trees, shrubs, and other plants and a variety of hand tools, power tools, and equipment.
• This position may involve remediating contaminated units, conducting inspections, and/or pest management.

Qualifications to Join our Team:
Requires the equivalent of high school graduation with vocational coursework and three years of experience in construction and/or maintenance, a driver’s license, and acceptable background check.

Anticipated New Hire Pay Range:
$18.41 - $23.00 per hour depending on qualifications plus a generous benefit package including significant paid leave.
