Housing Program Operations Manager

HHA seeks a Housing Program Operations Manager to lead our housing team in providing local and state Housing Choice Voucher (HCV), public housing, homeless, low-income housing tax credit programs, and related resident and participant services. The successful candidate will apply their leadership and organizational skills to implementing policy, conducting research, ensuring policy and regulatory compliance, facilitating efficiency and business process improvement, managing staff, and ensuring service excellence.

Duties Include:
• Write and maintain operational policies and procedures.
• Ensure effective program operations including meeting HHA goals and performance benchmarks and ensuring compliance with regulations and the programs’ administrative plans.
• Monitor production, quality control and data integrity.
• Ensure compliance by evaluating program eligibility determinations, evaluating files and conducting internal audits.
• Coordinate customer service and resident relations including training staff, providing service to customers, and resolving concerns.
• Support the Executive Director in communicating with federal, state, and local government.
• Manage and develop staff including supervising the Public Housing Specialists, Housing Choice Voucher Specialist, Inspection Staff, and office administrative staff.

Qualifications to Join our Team:
Requires education and experience equivalent to a bachelor’s degree in business or public administration, management, or a related field and 4 years of progressively responsible experience in program management, compliance, customer service, supervision, computer systems, and in performing research and writing.

Demonstrated Skills and Abilities in:
Communications and teamwork, self-development, efficiency and effectiveness, adaptability to changes and problem-solving skills

Computer Skills:
• Microsoft Office Suite, including Word, Access, Excel, Outlook, and PowerPoint

Anticipated New Hire Salary Range:
$63,000 - $75,000 per year plus a generous benefit package including significant paid leave.

Opportunities:
HHA offers a salary range for highly experienced, highest performing individuals to achieve individual and organizational performance increases and opportunities to earn up to $88,000 per year through performance increases.

Public Housing Specialist

The Helena Housing Authority seeks a Public Housing Specialist for a range of duties to include client relations, housing program and policy administration, rent collection/accounting, coordinating maintenance, resolving tenant complaints, providing customer service, managing records, writing reports, and other related tasks.

Duties Include:
• Establish and maintain an effective landlord/renter relationship with HHA clients to ensure compliance with lease agreements and housing regulations and safe and comfortable living arrangements.
• Perform recordkeeping and reporting by collecting and maintaining a variety of housing program data and preparing reports for the Board and federal and state partner agencies.
• Initiate work orders for repairs by maintenance staff.
• Collect payment of deposit and rent. Meet with tenants to resolve overdue issues; prepare and send overdue notices, initiate eviction process for nonpayment. Post payment to the accounting and management information system (YARDI)
• Perform various other duties such as completing special projects, attending meetings and conferences, maintaining an awareness of emergency service networks and being available for a rare occasional after hours need to attend a scheduled resident meeting, or to help respond to emergency/immediate client issues.

Qualifications to Join our Team:
Requires education and experience equivalent to a college degree or vocational/technical training and two years’ experience. Requires strong client relations skills; customer service or related experience; possession of, or ability to obtain, a valid Montana Driver’s License with a driving record acceptable to insurance carriers; and the ability to work extended hours, if needed. Must pass a background check. HHA will provide training opportunities in Public Housing Rent Calculation, Public Housing Management, Low Income Tax Credit Compliance, and Fair Housing. Experience in public housing or affordable housing is preferred.

Maintenance Technician

The Helena Housing Authority seeks a Maintenance Technician responsible for maintaining and repairing buildings, electrical, mechanical & plumbing systems, and grounds features.

Duties Include:
• Maintenance and repair of doors, windows, gates, walls, floors, roofs, and other building features using knowledge of carpentry, cabinetry, drywall, tiling, roofing, and skill in the use of a variety of hand and power tools;
• Maintenance and repair of building utilities, appliances, and mechanical systems using knowledge of plumbing, electrical, heating/ventilation/air conditioning (HVAC), and welding; and
• Manual and semi-skilled tasks in maintaining the landscape using knowledge of lawns, trees, shrubs, and other plants and a variety of hand tools, power tools, and equipment.
• This position may involve remediating contaminated units, conducting inspections, and/or pest management.

Qualifications to Join our Team:
Requires the equivalent of high school graduation with vocational coursework and three years of experience in construction and/or maintenance, a driver’s license, and acceptable background check.

Anticipated New Hire Pay Range:
$18.41 - $23.00 per hour depending on qualifications plus a generous benefit package including significant paid leave.
