The Lead Custodian/Groundskeeper - Pest Management Technicianis responsible for coordinating special projects and providing lead worker oversight and training to custodian/groundskeeper positions; performing Integrated Pest Management duties to eradicate pests in housing units including serving as lead for inspection and treatment of units; maintaining facilities, grounds and landscaped features to ensure orderly, functional, safe and aesthetically pleasing appearances of assigned areas; and performing a variety of cleaning, custodial and maintenance services to ensure buildings, facilities and property are clean, orderly and safe.

JOB RELATED AND ESSENTIAL QUALIFICATIONS

 Demonstrated Knowledge of:
• Integrated Pest Management (IPM) methods, equipment, chemicals and techniques to include bedbug eradication processes (e.g., manual cleaning, heat, desiccants, etc.).
• Application equipment, including their designs, uses, repair, and maintenance.
• Materials, methods, and equipment used in building and grounds maintenance. Includes knowledge of chemicals and cleaning products; proper care and trimming techniques and strategies for lawns, trees, shrubs and other plants and a variety of hand and power equipment used in the care of lawns trees, shrubs, plants and pruning. Use and care of maintenance and building tools, and light motorized equipment.
• Leadership, training and education of other team members.

• Communications and Teamwork: Customer service and working with others, including ability to establish and maintain cooperative working relationships with all those contacted in the course of work. Includes fellow department team members, residents, and management.

Qualifications to Join our Team:
• A high school diploma or GED and three years related janitorial, groundskeeping, and pest removal experience.
• Able to successfully complete the pesticide applicator core class, pass the core test, and attain Industrial Structural and Health License within one year of hire.
• Possession of, or ability to obtain, a valid Montana Driver’s License and a driving record acceptable to insurance carriers. Ability to operate HHA vehicles.
• Experience or training in project management or supervision

Work Environment:
Work requires ability to perform manual and semi-manual labor requiring the range of full body movement.  Must be able to work from a ladder or from heights, to follow oral and written instructions, lift 100 pounds, stand, walk, sit, bend, twist, kneel, crawl, push, pull, grasp, and ride.  Hand-eye coordination is a must, as is the ability to talk and hear in person, by telephone or two-way radio.  Must be able to see and read instructions and safety information.

The typical work week is Monday through Friday, though some after-hours or overtime obligations and/or opportunities may arise.

$18.45 - $21.98 per hour depending on qualifications, plus health, participation in the Montana Public Employees Retirement System, and generous paid time off.

MAINTENANCE TECHNICIAN

HHA seeks a Maintenance Technician responsible for maintaining and repairing buildings, electrical, mechanical & plumbing systems, and grounds features.

Duties Include:
• Maintenance and repair of doors, windows, gates, walls, floors, roofs, and other building features using knowledge of carpentry, cabinetry, drywall, tiling, roofing, and skill in the use of a variety of hand and power tools;
• Maintenance and repair of building utilities, appliances, and mechanical systems using knowledge of plumbing, electrical, heating/ventilation/air conditioning (HVAC), and welding;
• Manual and semi-skilled tasks in maintaining the landscape using knowledge of lawns, trees, shrubs, and other plants and a variety of hand tools, power tools, and equipment.
• This position may involve remediating contaminated units, conducting inspections, and/or pest management.

Qualifications to Join our Team:
Requires the equivalent of high school graduation with vocational coursework and three years of experience in construction and/or maintenance, a driver’s license, and acceptable background check.

Anticipated New Hire Pay Range:

HOUSING CHOICE VOUCHER SPECIALIST

The Housing Choice Voucher Specialist is responsible for providing customer service, determining eligibility, calculating income, applying policies, and ensuring compliance to provide Housing Choice Vouchers to clients of the Helena Housing Authority.  This position reports to the Housing Program Manager.

Duties Include:
• Explain program requirements and procedures, collect applicant information, determine eligibility for the housing choice voucher program and maintain applicant records;
• Meet with applicants to explain detailed requirements and assist them with completing applications. Waitlist management. Notify applicants of decision based on voucher availability;
• Complete the process to award vouchers, calculate rents and housing assistance; coordinate with landlords, arrange inspections and monitor recipient eligibility;
• Conduct reviews of continued eligibility for vouchers that include income verification, change in family status, adherence to occupancy rules, initiating inspections etc. Terminate clients from the program who are no longer eligible or have violated rules;
• Prepare reports and maintain records of program activities for review by the Operations Manager to ensure accurate housing assistance program policies are adhered to;
• Perform a variety of other duties in support of ongoing HHA functions. The position may include working on HHA’s permanent support housing voucher program providing housing vouchers for persons and families who are homeless in our area including veterans and person with disabilities, requiring close coordination and communication with landlords and program participants as well as community healthcare and social service agencies.

Qualifications to Join our Team:
Requires education and experience equivalent to an associate degree with coursework in human services, business, communication and/or office technology, and two years’ experience in social service, housing, customer service, and/or office management. Attention to detail, customer service, communication, math, and office software skills required. Requires possession of, or ability to obtain a valid driver’s license with an acceptable driving record; and the ability to pass a criminal background check.

Anticipated New Hire Pay Range:
$20.00 - $24.00 per hour depending on qualifications, plus organizational and individual pay awards (base pay increases and bonuses) and promotion opportunities. PUBLIC HOUSING SPECIALIST

The Public Housing Specialist is responsible for client relations, housing program and policy administration, rent collection/accounting, coordinating maintenance, resolving tenant complaints, providing customer service, managing records, drafting reports and other related tasks..  This position reports to the Housing Program Manager.

Duties Include:
• Establish and maintain an effective landlord/renter relationship with HHA clients to ensure compliance with lease agreements and housing regulations and safe and comfortable living arrangements;
• Perform recordkeeping and reporting by collecting and maintaining a variety of housing program data and preparing reports for the Board and federal and state partner agencies;
• Initiate work orders for repairs by maintenance staff;
• Collect payment of deposit and rent. Meet with tenants to resolve overdue issues; prepare and send overdue notices, initiate eviction process for nonpayment. Post payment to the accounting and management information system (YARDI).;
• Prepare reports and maintain records of program activities for review by the Operations Manager to ensure accurate housing assistance program policies are adhered to;
• Perform other duties such as completing special projects, attending meetings and conferences, maintaining an awareness of emergency service networks and being available for a rare occasional after hours need to attend a scheduled resident meeting, or to help respond to emergency/immediate client issues.

Qualifications to Join our Team:
Requires education and experience equivalent to a college degree or vocational/technical training and two years’ experience. Requires strong client relations skills; customer service or related experience; possession of, or ability to obtain, a valid Montana Driver’s License with a driving record acceptable to insurance carriers; and the ability to occasionally work extended hours, if needed. Must pass a background check. HHA will provide training opportunities in Public Housing Rent Calculation, Public Housing Management, Low Income Tax Credit Compliance, and Fair Housing. Experience in public housing or affordable housing is preferred.

Anticipated New Hire Pay Range:
$22.00 - $30.00 per hour depending on qualifications, plus organizational and individual pay awards (base pay increases and bonuses) and promotion opportunities.
