Housing Choice Voucher (HCV) Specialist

Helena Housing Authority seeks a Housing Choice Voucher (HCV) Specialist responsible for providing customer service, determining eligibility, calculating income, applying policies, operating computers, and ensuring compliance to provide Housing Choice Vouchers to HHA clients. This position processes applications for HCV programs, administers and follows policies and procedures established for the Housing Authority and maintains records and furnishes reports on such activities. Reports to the Operations Manager.

Duties Include:
• Explain program requirements and procedures, collect applicant information, determine eligibility for the housing choice voucher program and maintain applicant records.
• Meet with applicants to explain detailed requirements and assist them with completing applications. Waitlist management. Notify applicants of decision based on voucher availability.
• Complete the process to award vouchers, calculate rents and housing assistance; coordinate with landlords, arrange inspections and monitor recipient eligibility.
• Conduct reviews of continued eligibility for vouchers that include income verification, change in family status, adherence to occupancy rules, initiating inspections etc. Terminate clients from the program who no longer are eligible or have violated rules.
• Prepare reports and maintain records of program activities for review by the Operations Manager to ensure accurate housing assistance program policies are followed.
• Performs a variety of other duties in support of ongoing HHA functions.

Qualifications to Join our Team:
Requires the equivalent of an associate degree with coursework in business, communication and/or office technology and two years’ experience in social service, housing, customer service, and/or office management. Alternative combinations of education and experience may be considered (e.g., a bachelor’s degree can substitute for experience or experience can substitute for the associate degree). Requires attention to detail and skill in customer service, communication, math, and office software. Requires possession of, or ability to obtain, a valid driver’s license with an acceptable driving record and the ability to pass a criminal background check.

Housing Quality Standards (HQS) Inspector

The Helena Housing Authority seeks a Housing Quality Standards (HQS) Inspector responsible for inspecting properties, including grounds, structures, building systems and equipment, to ensure compliance with applicable standards, codes, and ordinances.

Duties Include:
• Conducting inspections to ensure compliance with Housing and Urban Development (HUD), Housing Quality Standards (HQS), and Uniform Physical Condition Standards (UPCS), as well as with HHA standards, local building codes and zoning ordinances.
• Completing necessary forms electronically and data entry into software systems, and preparing deficiency lists, memos, and reports to document findings.
• Communicating inspection findings effectively with management, staff, and occasionally landlords.
• Recommending preventative or corrective action to ensure compliance.
• Providing customer service to tenants and landlords and participating in developing inspections practices and protocols.

Qualifications to Join our Team:
Requires the equivalent of high school graduation with vocational coursework and three (3) year’ of experience in building construction, maintenance, or inspections and customer service, a driver’s license, and acceptable background check. After hire, must successfully complete HQS Inspection Certification and UPCS Inspection Certification prior to conducting relative inspections.

Pay Range:

Maintenance Technician

The Helena Housing Authority seeks a Maintenance Technician responsible for maintaining and repairing buildings, electrical, mechanical & plumbing systems, and grounds features.

Duties Include:
• Maintenance and repair of doors, windows, gates, walls, floors, roofs, and other building features using knowledge of carpentry, cabinetry, drywall, tiling, roofing, and skill in the use of a variety of hand and power tools;
• Maintenance and repair of building utilities, appliances, and mechanical systems using knowledge of plumbing, electrical, heating/ventilation/air conditioning (HVAC), and welding; and
• Manual and semi-skilled tasks in maintaining the landscape using knowledge of lawns, trees, shrubs, and other plants and a variety of hand tools, power tools, and equipment.
• This position may involve remediating contaminated units, conducting inspections, and/or pest management.

Property Manager

Helena Housing Authority seeks a Property Manager for a range of duties to include property management, housing program and policy administration, rent collection/accounting, coordinating maintenance, resolving tenant complaints, providing customer service, managing records, writing reports and other related tasks

Duties Include:
• Establish and maintain an effective landlord/renter relationship with HHA clients to ensure compliance with lease agreements and housing regulations and safe and comfortable living arrangements.
• Perform recordkeeping and reporting by collecting and maintaining a variety of housing program data and prepare reports for the Board and federal and state partner agencies.
• Initiate work orders for repairs by maintenance staff.
• Collect payment of deposit and rent. Meet with tenants to resolve overdue issues; prepare and send overdue notices, initiate eviction process for nonpayment. Post payment to the accounting and management information system (YARDI)
• Perform various other duties such as completing special projects, attending meetings and conferences, maintaining an awareness of emergency service networks and be available for 24 hour/weekend coverage as required to respond to emergency/immediate client issues.

Qualifications to Join our Team:
Requires education and experience equivalent to a college degree or vocational/technical training and two years’ experience. Requires strong client relations skills; housing/property management experience; customer service or related experience; possession of, or ability to obtain, a valid Montana Driver’s License with a driving record acceptable to insurance carriers; and the ability to work extended hours, if needed. Must pass a background check. Course work in real estate and PHM, SPHM, CSM, CPM or RPA designation are preferred.

Custodian/ Groundskeepers

HHA is seeking energetic, service-oriented individuals to join the maintenance team as Custodian/Groundskeepers. You will perform a variety of cleaning, custodial and maintenance services to ensure buildings and facilities are clean, orderly and safe. This includes cleaning housing units after tenants vacate. Duties include removal of garbage from interior and exterior of facilities, cleaning floors, walls, windows, cabinets, appliances, and plumbing fixtures. You will work outside cleaning and maintaining the grounds and landscape features to provide safe and functional outdoor space for the tenants. You will drive vehicles throughout the Helena area to our facilities to complete custodial and minor repairs. Custodian/Groundskeepers collaborate with Maintenance Technicians to prepare housing units for residents and complete special projects. Team projects offer opportunities for learning and professional development.

Qualifications to Join our Team:
High school diploma or equivalent; 2 years related janitorial and grounds keeping experience, valid driver’s license with an acceptable driving record; successful background check, must be available to work overtime and/or after-hours, if needed.

Skills:
The use, care and minor repair of a variety of hand and power tools, and light motorized equipment; using materials, methods, and equipment for building and grounds maintenance, including chemicals and cleaning products; care of lawns trees, shrubs, plants and pruning; customer service and working well with others; organizing and completing work assignments in a timely manner with minimal supervision.
