Helena Housing Authority (HHA) is accepting proposals for Snow Removal Services.
The Scope of Work (here) outlines services to be provided for ALL locations on the attached HHA Site Lists/Proposal Price Summary Forms (here). We encourage potential Offerors/Contractors to propose services for any number and combination of sites from all listed sites or for all of Site List A and/or Site List B. Please use the Site Lists to include pricing for only the sites and services for which you are interested in providing.

Please submit any questions in writing to Michael O’Neil (moneil@hhamt.org) by 5:00PM, Monday, 10/7/24. Questions & Answers will then be posted on the HHA website (https://hhamt.org/hha-fy25-rfp-002-snow-removal-services-092724/ ) by 9:00AM on Wednesday, 10/9/24.

RFP Q&A:
This revised Q&A is to help clarify "Completion Times":
Contractor Question: Could you please clarify if work should begin after the snowfall has completely stopped? For example, if a storm accumulates one (1) inch by 2:00AM and an additional three (3) inches by 7:00AM, do we have until 7:00AM the following day to complete the work (when the snow has fully stopped)? Or, do we need to finish by 2:00am when the snow reached one (1) inch?
HHA Response: Removal of snow 24 hours after a snowfall has stopped is a city code requirement of the City of Helena. All HHA sites will need to be cleared of snow no later than 24 hours after a snowfall has ceased to meet this standard. So, in the situation described above, this would mean that the Contractor would have until 7:00AM the following day (24 hours after snowfall ceases) to complete the work. HHA would expect vendors to clear snow as soon as possible after a snowfall ceases. We would ask vendors to specify generally in their proposal what timeline they would be following in regards to their general snow removal workplan and practices.
