The Helena Housing Authority (HHA) is requesting bids for HHA-FY24-IFB-002: MEA Interior Repairs Project to take place at 100 S. Warren St., Helena, MT 59601.
All bids received by 10:00AM Thursday, May 2, 2024 will be opened and tabulated by HHA’s Contracting Officer and after this time no bids will be accepted. Bid opening is open to the public and bidders are encouraged to attend. A tabulation of the bids received will be available within a reasonable time after May 2, 2024. A contract may be issued to the winning bidder as soon as Friday, May 3, 2024. Results will be faxed or mailed to interested parties upon written request made attention to Michael M. O’Neil, Executive Director, HHA.
A Pre-Bid Meeting / Site Visit is scheduled to begin at 10:00AM, Tuesday, April 23, 2024 at the project site (100 S. Warren St., Helena, MT 59601).

Bids shall be submitted on the BID FORM provided within the IFB packet, signed, sealed, and addressed to Michael M. O’Neil, Executive Director, Helena Housing Authority, 812 Abbey St., Helena, MT 56901, with a clear notation on the front indicating “Bid Documents for: HHA-FY24-IFB-002: MEA Interior Repairs Project”.
Questions regarding this solicitation must be submitted in writing via email to Matt Avard ([email protected]) by 5:00PM MST Thursday, April 25, 2024, so that responses may be provided to all potential responding parties by 5:00PM MST Monday, April 29, 2024, in advance of the submittal deadline on Thursday, May 2, 2024.
The Helena Housing Authority has estimated this project may cost in excess of $25,000 and therefore requires a bid security in the amount of 10%. Successful Bidder shall furnish an approved performance and materials and labor bond, each in the amount of 100% of the contract amount.
The contractor shall comply with all fair labor practices and must meet all requirements of the most current construction wage rates determined by the U.S. Department of Labor under the Davis-Bacon and related Acts. The Wage and Hour Division of the U.S. Department of Labor determines prevailing wage rates to be paid on federally funded or assisted construction projects. The most current prevailing wage rates are included as part of this IFB.
Each bidder will be required to have a current Montana Public Contractor’s License. All subcontractors, for work over one thousand dollars ($1,000.00) must also be holders of a current Montana Public Contractor’s License in the appropriate classification.
The contractor must maintain and provide evidence of Workers Compensation coverage or State of Montana Independent Contractor’s Exemption and general liability insurance of not less than $1,000,000.00 per occurrence.
No bidder may withdraw their bid for at least sixty (60) days after May 2, 2024.
After award of a contract under this solicitation, and prior to the start of work, the successful bidder will be required to attend a pre-construction conference with representatives of the Helena Housing Authority and other interested parties. The HHA will provide the successful bidder with the date, time, and place of the conference.
The Helena Housing Authority reserves the right to accept or reject any or all bids.
