The Section 3 program requires that recipients of certain HUD financial assistance, to the greatest extent possible, provide job training, employment, and contract opportunities for low or very-low income residents in connection with projects and activities in their neighborhoods.

You may be eligible for a HHA hiring preference if you are currently a Housing Authority client, including a Housing Choice Voucher (HCV)/Section 8 participant or a Public Housing resident, or you live within the Helena area and are considered a “low or very low income” family or individual in regards  to your total Gross Household Income by family size being below the  income levels listed below.

This preference is provided by 24 CFR Part 135, with “Section 3 resident” being further defined in §135.5.
